In an autonomous college, the Examination Cell plays a central role in ensuring credibility, transparency, and efficiency of the evaluation system as per National Credit Framework and UGC regulations and guidelines and institutional autonomy norms and designs. Its responsibilities are broader than in affiliated colleges because the institutional and conducts its own examinations. The Examination Cell in an autonomous college functions as an independent, accountable body ensuring fair, transparent, and efficient assessment, which directly impacts the academic credibility and reputation of the institution.

Responsibilities of Member Secretary

1. Examination Planning & Policy Implementation:
Frame examination policies in line with autonomy regulations and NEP guidelines. Prepare academic and examination calendars in coordination with departments. Ensure implementation of CBCS/semester system and evaluation through Continuous Internal Assessment (CIA).

2. Question Paper Setting & Moderation:
Appoint internal and external paper setters. Ensure confidentiality and security in question paper preparation. Organize moderation to maintain standard, relevance, and difficulty level.

3. Conduct of Examinations:
Prepare schedule of theory, practical and continuous internal assessment examinations at the beginning of semester. Arrange seating plans, invigilation duties, and examination halls. Ensure strict adherence to rules and prevent malpractice.

4. Continuous Internal Assessment:
Monitor Continuous Internal Evaluation (CIE) such as tests, assignments, seminars, etc. as per guidelines of UGC. Ensure timely submission of internal marks by departments. Maintain transparency and grievance redressal in internal assessment.

5. Evaluation & Result Processing:
Organize centralized valuation or digital evaluation systems in proper minor with necessary records. Appoint examiners and coordinate assessment work. Ensure timely declaration of results with accuracy and confidentiality within 45 days.

6. Revaluation & Grievance Redressal:
Provide mechanisms for rechecking, revaluation, and photocopy of answer scripts. Address student grievances related to exams and results promptly.

7. Certification & Documentation:
Prepare and issue mark sheets, grade cards, transcripts, and provisional certificates. Maintain secure records of examination data and student performance.

8. Use of Technology (ERP/Automation):
Implement ERP systems for conduct of examination in time bound manner regarding exam registration, hall tickets, results, and records. Ensure data security and digital integrity of examination processes.

9. Malpractice Prevention & Discipline:
Frame and enforce rules against unfair means. Constitute Unfair Means Committee for disciplinary actions.

10. Coordination with Statutory Bodies:
Work in coordination with Principal, Academic Council, and Examination committee. Ensure compliance with University Grants Commission and parent university guidelines.

11. Continuous Improvement:
Analyze examination results and pass percentages. Suggest reforms in evaluation methods and examination patterns. Implement best practices like on-screen marking, open-book exams, etc.
